Box 5702\nMidlothian, VA 23112\nDear Mr. Kyle:\nIn a letter to the Pipeline and Hazardous Materials Safety Administration (PHMSA) dated\nDecember 14,2009, you requested an interpretation or opinion as to whether two specific\ninstallations of gas utilization equipment would meet the intent and requirements of\n49 CFR § 192.197.\nYou provided two actual installations. In Installation 1, the value of outlet pressure could exceed\n1 psig or 28-in water column (wc), and in Installation 2, the value of outlet pressure could\napproach 1 psig (26-in wc). You stated your assumption is that the maximum operating inlet\npressure allowed for most residential installations is limited to 12 psi (14-in wc) and that\npressures in excess of 1 psi (28-in wc) are likely to cause damage to the appliance regulator.\nFirst, you asked whether the bolded words in the following two subsections of § 192.197 have\nthe same meaning: in § 192. 197(a)(5), \" ... to prevent a pressure that would cause unsafe\noperation ofany connected andproperly adjusted gas utilization equipment\" and in\n§ 192.l97(c)(3),\"... set to open so that the pressure ofgas going to the customer does not exceed\na maximum safe value.\" The answer is that they do not have the exact same meaning. The\nphrase \"unsafe operation\" in § 192.197(a)(5) addresses both upper and lower pressure limits and\nmeans that the connection should regulate pressure so that it is neither so high as to create\nexcessively high pilot light flames nor so low that the pilot light could extinguish and create the\npossibility of gas accumulation. The phrase \"exceed a maximum safe value\" in § 192.197( c )(3)\naddresses only the upper limit or high pressure.\nSecond, you asked what inlet pressure does § 192.197(a)(5) or § 192.197( c )(3) refer to?\nRegarding the limit for inlet pressure, § 192.197 is a design requirement under Subpart DDesign\nof Pipeline Components. The design requirements under Subpart D apply to the design\nofpipeline system or components to operate under conditions that are known or reasonably\nforeseeable at the time of installation. We would also like to get your\nopinion about the meaning oftwo passages in this section.\nIn 192.197 (a)(5) where is states, \"to prevent a pressure that would cause unsafe operation of any\nconnected and properly adjusted gas utilization equipment.\" and in 192.197(c)(3) where it states,\n\"set to open so that the pressure of gas going to the customer does not exceed a maximum safe\nvalue,\" does the wording essentially have the same meaning or does each passage refer to some\nother different value? In other words, is the point where unsafe operation and exceeding the\nmaximum safe value, the same value? If we assume that this would be at a point at where\ndamage could occur to any appliance regulator, would that be a correct assumption?\nIn the following two installations, we will provide the actual as found conditions including type\nof equipment. The only assumption we have made is that the type and typical characteristics of\nthe appliance regulators meets the same requirements as for a Maxitrol appliance regulator. Some\nproprietary controls with built in regulators may have higher or lower maximum pressure\nrestrictions. To arrive at realistic values of load for each installation, we used the load factors as\nprovided by NFPA 54 (ANSI Z223.1) which approximates the actual conditions in type and size.\nIn accordance with Maxitrol Bulletin MI2010-6/05, all of the rated regulators have an lAS Rated\ninlet pressure as established by ANSI standard Z21.18, of'l2 psi (14 in. w.c.). However, a\nminority ofthe appliance regulators are rated by Maxitrol at a maximum of 1 psi (28 in. w.c.) and\none at a maximum of 5 psi (140 in. w.c.). Generally, none ofthese higher rated regulators would\nhave the characteristics ofregulators used with residential gas fired equipment however. It is also\n\n<<<PAGE 5>>>\n\nMichael H. Kyle\nB. For this class of appliance regulators, this value of Maximum Operating\nInlet Pressure (MOIP) is the same value as the IAS rating. Maxitrol also states in paragraph 5 of\nthe bulletin that, \"Very high pressure surges in the gas supply line (or as a result of exposing the\nsystem to high pressure) may result in serious internal damage and cause leakage or affect\nregulator operation. If you suspect that a Maxitrol regulator has been exposed to more than twice\nthe maximum operating inlet pressure, as shown in the following chart, tum off the gas and have\nthe system checked by an expert.\" The chart simply refers to the values as stated earlier.\nWe assume from that statement by Maxitrol and referring to their table in their bulletin, that the\nmaximum operating inlet pressure allowed for most residential installations is limited to Yz psi\n(14 in. w.c.) and that pressures in excess of 1 psi (28 in. w.c.) are likely to cause damage to the\nappliance regulator. The question then becomes, at what value does 192.197 (a)(5) or\n192. 197(c)(3) refer to? Would it be anything above Yz psi (14 in. w.c), 1 psi, or some other value.\nThe following information is drawn from actual installations:\nInstallation 1- Single Service Regulator\nPremise Type: Single apartment\nMaximum Load: 160,000 BtulHr. or 160 cu. ft.lHr.\nInlet pressure to service regulator: 92 to 98 psig (Supplier's stated average is 94 psi g)\nOutlet pressure set-point of service regulator: 7\" w.c., or 0.25 psig (standard pressure)\nService Regulator Data\nManufacturer: American\nType: 1213B\nConnection Size: 1 II xl\"\nOrifice: 1/8\"\nNominal Capacity: @5 psig inlet = 200 SCFH\n@60 psig inlet = 800 SCFH\n@ 1 00 psig inlet = 1400 SCFH\nApproximate Relief Valve Performance: (Note: data provided represents outlet pressure\nrelative to inlet in worst case condition) @5 psig inlet = 19 in. w.c.\n@60 psig inlet = 27 in. w.c.\n@ 100 psig inlet = 31 in. w.c.\nData Source: American Meter Bulletin, SB-8506.4\n\n<<<PAGE 6>>>\n\nMichael H. W.c. which is above the maximum safe value as stated by Maxitrol. In Installation\n2, the value of outlet pressure under worst case conditions could approach 26 in. w.c which\nwould be below the maximum safe value as stated by Maxitrol but well above the MOIP.\nIn your opinion, do these installations meet the requirements or intent of the regulations?\nOur recommendations in both installations, since they already had the smallest orifice available,\nwere to install an appropriate field cut regulator with integral relief valve ahead ofthe service\nregulator in order to reduce the inlet pressure to as Iowa value of inlet pressure to the service\n\n<<<PAGE 7>>>\n\nMichael H. Interchangeable\norifices and springs provide a wide range of outlet pressures\nand flow rates. Outlet pressures between 3.5\" W.C. and 5 PSIG\nare available. Operating temperature range is -20' F to 150' F\n(-30' C to 65' C). Maximum flow rate is 2500 SCFH (70.8 m'Ih).\nThe diaphragm case may be easily removed for routine\ninspection without disturbing the line connections. All models\nconform to ANSI Code 8109.4-1998, and CGA Service-type\nRegulator Specification CAN/CGA-6.18-M9S.\nExclusive, 7 - Step Corrosion\nProtection\nThe protective finish on the 121382 regulator resists corrosive\neffects of weather and harsh environments better than any\nother in the industry. Each precision die cast aluminum\nregulator is treated-inside and out-with a special conversion\ncoating that's part of an exclusive, 7-step finishing process.\nThis coating greatly inhibits oxidation of the metal's surface that\ncan eventually compromise the integrity of the metal. It also\nprevents finish paint from cracking and blistering.\nA single coat. polyester primer and the high solid polyurethane\ntop coat provides a long-lasting protection to all exterior\nregulator surfaces. The American Meter conversion coating\nprocess meets all environmental protection regulations.\nHigh Tensile Strength Valve Bodies\nEach 121382 regulator is equipped with a high tensile strength\ncast iron valve body that rotates in 90-degree increments and\nfeatures extra heavy wall thickness. This provides maximum\nstrength to withstand installation stresses without damage and\nprevents thread galling experienced with aluminum.\n121382 regulator valve bodies are treated with a S-step metal\nfinishing process. The treated metal is painted with a single\ncoat polyester paint.\nAvailable valve body sizes are: 3/4\" x 3/4\", 3/4\" x 1\" and\n1\" x 1\" NPT or 8SP-TR for 180' valve bodys. Also available is\na 90' valve body in 3/4\" x 3/4\",3/4\" xi\", 1\" x 1\" and 1/2\" xi\"\nNPT and 3/4\" x 3/4\" 8SP-TR.\nFeatures\nIn response to a market survey, the following features were\ndesigned into the 121382 regulator to accommodate the\ncustomers needs.\n• Improved relief performance.\n• Improved performance repeatability.\n• Lever design provides for secondary emergency\nrelief in the event of unauthorized removal of the\nseal plug.\n• Snap-in internal components (quick change outs).\n• Non-adjustable relief.\n• Larger seat disc area.\n• 12138 and 121382 use the same seal plug to avoid\nloss of emergency relief should the seal plugs be\ninterchanged.\nApplication\nThe 121382 features a full capacity internal relief valve with\nlarge passages to assure the fast release of gas (See\nperformance graphs on page 5). For added protection, a\nsecondary relief valve stop is provided to assure operation\nunder the most severe conditions and in the event the seal plug\nhas been removed. The standard relief spring setting is 8.0·\nW.C. above the normal 7\" WC. outlet pressure.\nValve body configuration permits the 121382 regulator to be\nsupplied in four positions as specified on page 7. All 121382\nregulators are available with either right angle (90-degree) or\nstraight flow (i80-degree) valve bodies.
