Wilson\nVice President\nNatural Gas Distributing Co\nBox 690\nOgallala, Nebraska 69153\nDear Mr. Wilson:\nThis is in reply to your letter of December 20, 1970, concerning your responsibility for service\nlines downstream of the customer meter and on the customer's property.\nSection 192.3, 49 CFR, of the Minimum Federal Safety Standards defines a service line as a\ndistribution line that transports gas to a customer meter set assembly from a common source of\nsupply. It is our contention that under this regulation the burden is on the operator to ascertain\nthe safe condition of the customer service lines to which has is delivered.\nOur regulations do not apply to the question of who performs the installation of lines or who\nbears the cost installation.\nWe hope this answers your question, and if you have any further, do not hesitate to ask.\nSincerely,\n/signed/\nJoseph C.
