In most cases this telephonic report can and\nshould be made within one to two hours after discovery.\nA number of State agencies have identical or similar telephonic\nleak reporting requirements. An operator's telephonic report to\na State agency, with the State agency relaying the leak report to\nthis Office, does not meet the requirements of the Federal\nregulation. An operator must telephonically report any leaks\nsubject to 49 C.F.R. 191.5 directly to this Office, even though\nhe also may be required to report the same leak to a State\nagency.\nSincerely,\nJoseph C.
