PI-71-0112
June 11, 1971
Mr. Robert H. Flanders
Connecticut Public Utilities Commission
State Office Building
165 Capitol Avenue
Hartford, Connecticut 06115
Dear Mr. Flanders:
Confirming your telephone conversation of June 8, 1971, with Mr. Paul Cory of my staff we have interpreted
49 CFR, Section 192.723(b)(1) as follows:
It is not necessary to have a probe inserted into manholes or into cracks in pavements or sidewalks. It is
necessary that your flame-ionization equipment pass over all such area in such a manner that the presence of
gas leaking through cracks or the accumulation of gas within manholes would be detected.
If we can be of further assistance, please let us know.
Sincerely,

Joseph C. Caldwell
