Irwin\nChief Engineer\nState Corporation Commission\nTopeka, Kansas 66612\nDear Mr. Irwin:\nThank you for your letter of August 5, 1971, in which you ask, \"...will the Office of Pipeline\nSafety continue to use the standards and specifications with 1970 and earlier dates for an\nextended period of time or will these have to be continually updated as new revisions become\navailable?\"\nOur answer is that it will be necessary for OPS to continually review new editions of the\nspecifications and standards as they become available, and if they are found to be acceptable add\nthem, where appropriate, to the regulations. Notification will be published in the Federal\nRegister.\nMaterials manufactured under the previously listed specifications and standards will still be\nacceptable for use to permit using materials that were already manufactured. At present there are\nno plans for dropping from the list the editions of the various specifications and standards now\nlisted.\nWe recommend that as a minimum you purchase the latest editions presently listed in Appendix A\nas amended, and earlier editions, if they are available. Materials manufactured to meet\nspecifications that are a later edition than those listed in Appendix A, but that are certified by the\nmanufacturer to at least meet the requirements of the latest presently listed specifications, will be\nconsidered acceptable.\nIf we can be of any further help in this matter, please advise.\nSincerely,\nJoseph C.
