Drawer 11649\nColumbia, South Carolina 29211\nDear Mr. Moss:\nThis will acknowledge your letter of February 1, 1972, in which you petitioned for a waiver to\nexempt waster meter type gas system operators in the State of South Carolina from the annual\nreporting requirements of Paragraph 192.11(a) of Title 49 of the Code of Federal Regulations.\nWe cannot grant a waiver to the operators of only one State unless some circumstances exist\nwhich are unique to that State. Since this does not appear to be the case in South Carolina, your\npetition for waiver cannot be granted. However, we are considering your petition as a petition for\nproposed rule making to be applicable in all States. As indicated in the preamble to our recent\namendment to Section 192.11, 49 CFR, we plan to issue a notice of proposed rule making aimed\nat developing new reporting requirements and forms which will be more appropriate for small\noperators.\nThis matter is presently being reviewed by our Regulations Division and our General Counsel.\nYou will be advised as soon as possible regarding this proposed rule making.\nSincerely,\n/signed/\nJoseph C.
