Box 3187\nLongview, Texas 75601\nDear Mr. Sneed:\nThis is in response to your letter dated July 19, 1972, regarding\nthe location of valves on a crude oil pipeline which will have a\nlake constructed across it in Nacogdoches County, Texas.\nYou indicated that a lake is to be constructed over your crude oil\npipe and the lake will have:\n(a) a normal water elevation of 279 feet with 8500 linear feet of\npipe under water.\n(b) a 100-year storm water elevation of 286 feet with 8720 linear\nfeet of pipe under water.\n(c) a maximum design storm water elevation of 299 feet with 9230\nlinear feet of pipe under water.\nYou asked our assistance in determining the proper elevation in\nlocating the valves for this pipeline which will be under the\nwater.\nSection 195.260(e) requires that the valves be located on each side\nof a water crossing that is more than 100 feet wide from high-water\nmark to high-water mark. Since the purpose of the requirement is\nto protect the waterway from contamination, the valves should be\nplaced so as to best effectuate this purpose. In this particular\ninstance, it appears that locating the valves based on the 100-year\nstorm water elevation of 286 feet would adequately protect the\nlake.\nWe trust that this has answered your specific question. be of further service in this matter, please let us know.\nIf we can\nSincerely,\n/signed/\nJoseph C.
