Lozano\nEngineer\nOkaloosa County Gas District\nP. O. Box 548\nValparaiso, Florida 32580\nDear Mr. Lozano:\nYour letter of May 31, 1973, asks whether cathodic protection is required for couplings used with\nplastic pipe if the couplings are adequately coated and wrapped after installation. You mention\nespecially the stainless steel rings used with amp-fit couplings.\nFor buried or submerged pipelines installed after July 31, 1971, §192.455(a)(2) requires cathodic\nprotection unless the pipeline qualifies for an exception as stated in paragraph (b) or (c) of the\nsection. Pipeline is defined in §192.3 to include \"all parts of those physical facilities through\nwhich gas moves in transportation, including pipe, valves, and other appurtenances attached to\npipe, compressor units, metering stations, regulator stations, delivery stations, holders and\nfabricated assemblies.\" Metallic couplings and stainless steel rings used in couplings for plastic\npipe, therefore, must be cathodically protected. Coating and wrapping after installation do not\nfulfill the cathodic protection requirements.\nExcept for cast iron or ductile iron, where the buried or submerged pipeline was installed before\nAugust 1, 1971, §192.457(b) requires only that it be cathodically protected, not later than August\n1, 1976, in areas in which active corrosion is found. Again, this requirement is applicable to\nmetallic couplings and stainless steel rings used in couplings for plastic pipe.\nIf you have further questions in this regard, please call on us.\nSincerely,\n/signed/\nJoseph C.
