Box 1612\nShreveport, LA 71130\nDear Mr. Colvin:\nThis is in response to your letter dated, August 7, 1973, with regard to protecting valves in your\ntransmission lines from public tampering pursuant to §192.179, 49 CFR.\nWe agree from your detailed explanation concerning the use of the \"car\" seal that the force\nrequired to break the seal would have to be a strenuous effort by a strong and determined person.\nFrom an examination of the \"car\" seal that you sent us, we agree that the \"car\" seal does offer a\nsufficient deterrent to protect the valve from public tampering.\nThank you for assisting us in resolving this issue with regard to your transmission lines.
