You indicated that\nthere was an accident on November 7, 1973, that resulted in a\nfatality during the construction of a new pipeline. You said\nthat the deceased fell from the pipe-laying tractor and was\ncrushed beneath the tracks. You inquired if even an incident is\nreportable to our office pursuant to Part 191, 49 CFR.\nThis will advise that such an incident is not reportable to us\nbecause it does not involve a pipeline leak as set forth in\n§191.1.\nWe trust that this has answered your particular question.
