Dear Mr. Olding:
By letter of January 18, 1974, you ask whether or not the requirements for corrosion control for
buried gas pipelines in 49 CFR Part 192 apply to lines on private property on the discharge side of
a meter.
The corrosion requirements apply to all pipelines used in the transportation of gas. Under our
interpretation, transportation ends at the sale and delivery of gas to the ultimate consumer. Thus,
where a consumer owns a pipeline downstream from a meter, transportation ends at the discharge
side of the meter, and the corrosion requirements would not apply to that pipeline. On the other
hand, where a utility company owns a pipeline downstream from a meter, transportation does not
end until the gas reaches piping owned by the customer, and the corrosion requirements would
apply to the company-owned pipeline.
