Mr. T. K. Spalding, Director
Gas Pipeline Safety Division
West Virginia Public Service Commission
Charleston, WV 25305
Dear Mr. Spalding:
This responds to your letter of August 1, 1974, requesting an interpretation of the meaning of the
term "service line" with respect to two drawings shown in the letter.
As defined in 49 CFR Part 192.3 a "service line" extends a connection to customer's piping or a
customer meter whichever is farther downstream. In each drawing, the meter is farther
downstream than the connection to customer's piping; and the pipeline from main to downstream
side of the meter is a "service line." The customer's piping is covered by the Federal gas pipeline
safety standards to the extent it lies upstream of the meter.
We trust this explanation is helpful to you.
Sincerely,
/signed/
Joseph C. Caldwell
Director
Office of Pipeline Safety
192.3 SERVICLI 1

Dear Mr. Caldwell:
Re: Definition of Service Line
In the sketch below please advise whether the customer's piping in both instances is
subject to the minimum federal safety standards. The meter in the top situation is at the
foundation well, while in the lower situation the meter is located at the property line.
