The\nconstitute asks who may conduct inspections and what training must the person have under 49 CFR 192.305, 192.307,\nand 195.204.\nSections 192.305 and 192.307 are requirements for inspecting the construction of gas pipelines. The personal\nqualifications of an inspector which are necessary to ensure compliance with the inspection requirements are a matter\nwhich each pipeline operator determines.\nSection 195.204 requires inspection of the construction of liquid pipelines. The regulation also provides that an\ninspector must be trained and qualified in the phase of construction being inspected. Within this guideline, the pipeline\noperator determines the precise qualifications which are necessary to ensure compliance with the inspection\nrequirement.\nWe trust our response is helpful to you.\nSincerely,\nJoseph C.
