Dear Mr. Crawshaw:
This is in further response to your letter of December 16, 1974, addressed to the National
Transportation Safety Board concerning gas pipeline regulations. The Office of Pipeline Safety in
the Department of Transportation is responsible for the Federal safety regulation of gas pipelines.
You ask what regulations will go into effect in 1976 requiring gas companies to upgrade older
lines. Corrosion control requirements under 49 CFR 192.457(b) become applicable August 1,
1976. This rule is contained in the enclosed copy of the Federal gas pipeline safety regulations.
Also enclosed are copies of recent notices of proposed rule making issued in 1974 which would
provide new regulations for the gas industry.
As for the other areas of your concern, we suggest that you write the gas and oil industry directly,
as it is the best source of information on recent activities.
We appreciate your interest in pipeline safety.

This letter concerns your request for information about Federal regulations going into
effect in 1976 which would require gas companies to upgrade older gas lines.
The Office of Pipeline Safety of the Department of Transportation, not the National
Transportation Safety Board, has the regulatory powers in the field of pipeline safety. I am
requesting them, by copy of this letter, to send you the pertinent regulations and other data
regarding the upgrading of older pipelines.
The Safety Board is concerned about the safety of older pipelines, both liquid petroleum
and natural gas, and it is also concerned about excavation damage to these facilities. I have
enclosed for your interest some pipeline accident reports and a special study regarding these
problems.
