Carroll\nRoute 1, Box 21\nGravois Mills, Missouri 65037\nDear Dr. Carroll:\nThis refers to your letter of July 12, 1975, concerning the safe\nlevel that pipelines carrying gasoline should be buried.\nEnclosed is a copy of 49 CFR Part 195, Section 195.248 of which\nprescribes minimum cover requirements for construction of new,\nrelocated, or replaced pipelines carrying hazardous liquids. cover requirements are not mandatory for pipelines in operation\nbefore April 1, 1970.\nThe\nIn general, the need for cover or other means of protecting a\npipeline depends on conditions which may adversely affect its\noperation. We will be glad to investigate the safety of the\nlines in question at 55th and State Avenue, Kansas City, if you\nwill first tell us the basis for your belief that the lines are\ncurrently placed at an unsafe level. What adversities are\naffecting their operation?
