Your letter indicates that the\nresidents of the project are members of the cooperative. As members, the residents share\nownership of the pipelines and the costs of purchasing and delivering the gas to themselves.\nSection 102.3 provides that the Federal standards apply to pipelines used in the transportation of\ngas to a customer meter or the connection to a customer's piping, whichever is farther\ndownstream. A customer meter is a meter which measures the transfer of gas to the consumer of\nthe gas. In the cooperative housing project which you describe, the members of the cooperative\nare consumers of the gas.
