Carlisle\nSenior Mechanical/Safety Engineer\nSanta Fe Pipelines System\n1200 Thompson Building\n5th and Boston Street\nTulsa, OK 74103\nDear Mr. Carlisle:\nThis is in reply to your letter dated February 8, 1977, regarding\npipeline maintenance procedures for liquid pipelines.\nQUESTION: \"When it becomes necessary to replace a short damaged\nsection of pipe during pipeline maintenance using a\nbutt weld joining technique, does DOT recognize visual\ninspection of the weld as a 'safe manner' procedure.\"\nWhenever a segment of an existing pipeline is replaced,\nrelocated, or otherwise changed, the new portion, in\naddition to being subject to the reporting, operating,\nand maintenance requirements, is also subject to the\ndesign, construction, and testing requirements of Part\n195. Visual inspection of a weld is a safe manner\nprocedure and is an acceptable inspection method.\nHowever, as specified in Section 195.228(a),\n\". . . Other sections of Title 49 and Standard API\n1104 recognize that butt welds can be adequately inspected in a\n\"safe manner\" by visual means rather than radiographic or other\nnon-destructive tests.\nThe question in point is:\n\"When it becomes necessary to replace a short damaged\nsection of pipe during pipeline maintenance using a butt\nweld joining technique, does DOT recognize visual inspection\nof the weld as a \"safe manner\" procedure.\"\nWe will appreciate your clarification of this question.\nVery truly yours,\nT.
