That is,\nintrastate facilities may be regulated by the California\nCommission under its 5(a) certification as long as the State\nregulations are compatible with the Federal regulations, but the\nCommission may not regulate the safety of interstate facilities.\nUnder the Natural Gas Pipeline Safety Act and regulations\nthereunder, the Commission is preempted from establishing safety\nstandards for the construction and operation of LNG facilities\nwhich are subject to the jurisdiction of the Federal Power\nCommission (now the Federal Energy Regulatory Commission) under\nthe Natural Gas Act.
