Hobson\nDome Pipeline Corporation\nDistrict Office\nP.O. Box 1430\nPlaza Centre One\nIowa City, Iowa 52240\nDear Mr. Hobson:\nThis is in reply to your letter dated June 14, 1979. We regret the\ndelay in responding to your letter which we inadvertently mislaid\nfor a period of time. You requested a finding concerning section\n195.416(c); specifically, whether equipping rectifiers with\ntransmitters to indicate current flow above a certain level and\ndetecting this operation by a receiver in a patrol aircraft\nconstitutes compliance with this subsection. Please be advised\nthat the intent of section 195.416(c) is to ensure that the\nrectifiers are functioning and that your proposal meets this\nintent.\nWe commend you on your resourcefulness in developing methods to\nmonitor cathodic protections.\nSincerely,\n/signed/\nCesar De Leon\nAssociate Director for\nPipeline Safety Regulation\nMaterials Transportation Bureau\nDB\nC:\\WP51\\INTERPRT\\195\\416\\80-01-17\n1\n\n<<<PAGE 2>>>\n\nJune 14, 1979\nOffice of Pipeline Safety\n911 Walnut Street\nRoom 1802\nKansas City, MO 64106\nGentlemen:\nThis letter is in reference to DOT Regulations for the\nTransportation on Liquids by Pipeline - Part 195, Section 195,\nSection 195.416(c) concerning inspection of cathodic protection\nrectifiers.\nWe are currently studying the feasibility of monitoring the status\nof our mainline rectifiers by installing a receiver in our weekly\npatrol plane in conjunction with a transmitter in each rectifier.\nThe transmitter would be preset to turn off if the current output\nto the groundbed fell below a predetermined acceptable value. The\nreceiver would emit an audible tone if the transmitter were\noperating. Should a rectifier transmitter be off, its number would\nbe logged on the line flyer report and a man would be dispatched to\ninvestigate the problem.\nWe would like to know whether this type of surveillance could be\nused to satisfy the two month inspection criteria outlined in\nSection 195.416(c). This type of inspection would greatly reduce\nthe manhours spent in rectifier monitoring.\nYour prompt response to this inquiry would be appreciated since we\nwould like to implement this program as soon as possible.\nYour very truly,\nE.
