Onadak\nChief, Central Region, DMT-14\nYour memo dated May 21, 1980, requested an interpretation of\nsection 195.404(b) concerning the required frequency of recording\npipeline pressures.\nThe attached interpretation gives the information you requested.\nAttachment\nDB\nC:\\WP51\\INTERPRT\\195\\404\\80-09-17\n1\n\n<<<PAGE 2>>>\n\nNo. 80-14\nDate: September 17, 1980\nDEPARTMENT OF TRANSPORTATION\nRESEARCH AND SPECIAL PROGRAMS ADMINISTRATION\nMATERIALS TRANSPORTATION BUREAU\n_________________________________________________________________\nPIPELINE SAFETY REGULATORY INTERPRETATION\n_________________________________________________________________No\nte:A pipeline safety regulatory interpretation applies a particular\nrule to a particular set of facts and circumstances, and, as such,\nmay be relied upon only by those persons to whom the interpretation\nis specifically addressed.\nSECTION: 195.404(b)\nSUBJECT: Frequency of recorded pressures prescribed by\n?195.404(b)\nFACTS: As given by memo dated May 21, 1980, from Chief,\nCentral Region, DMT-14, to Associate Director for\nPipeline Safety Regulation (DMT-30):\n\". . .an operator utilizes a system by which the\npump station pressures are automatically logged on\na printout every 30 minutes. . .\"\nQuestions:(1) Does this system meet the requirements of\n?195.404(b)?\n(2) Is continuous recording of discharge pressures\nrequired by ?195.404(b)?\nInterpretation: The intent of the rule is to record pipeline\npressures in sufficient detail to reveal the operating conditions\nat the time the records were made. Since pipeline pressures\nusually do not change rapidly, 30-minute intervals to record the\npressures are adequate to meet the intent of the rule.\nContinuous pressure recording is not required nor is it possible in\nmost cases. Most equipment which monitors pressures\n\"continuously,\" in fact gives intermittent electrical pulses which\nactuate the pressure indicator.
