The pump with related piping is the only item\nbeing installed. The pump was originally tested at the\nfactory.\nQuestions:Must the pump be hydrostatically tested before being\nplaced in service if the pump is (1) installed at\nanother location on the same pipeline system, or\n(2) installed on another pipeline system?\nInterpretation:Section 195.304(b) excepts a component from the\nhydrostatic testing requirement of Section\n195.302 if the component is the only item\nDB\nC:\\WP51\\INTERPRT\\195\\304\\80-12-01\n2\n\n<<<PAGE 3>>>\n\nbeing replaced or added to a pipeline system\nand the manufacturer certifies that the\ncomponent was hydrostatically tested at the\nfactory or that a quality control system was\nused to ensure the strength of the component.\nIn case (1) the pump is being added to the\nsame pipeline system at another location, and\nin case (2) the pump is being added to another\npipeline system. Further, in both cases, the\npump has been hydrostatically tested at the\nfactory. Therefore, in accordance with\nSection 195.304(b), if the appropriate\nmanufacturer's certification has been made,\nthe pump need not again be hydrostatically\ntested in either case.\nThe piping installed does not affect the\napplication of Section 195.304(b) provided it\nis the auxiliary piping normally associated\nwith pump installations and thus does not\nremove the installation from the concept that\nonly a single component is being replaced or\nadded. However, if the piping were pump\nsuction and discharge lines with associated\nvalved and by-pass, more than a single\nDB\nC:\\WP51\\INTERPRT\\195\\304\\80-12-01\n3\n\n<<<PAGE 4>>>\n\ncomponent would be involved in the\ninstallation and Section 295.304(b) would not\napply.\nThe fact that the pump was overhauled does not\nalter this interpretation as long as the\noverhaul involved only those items which\nnormally wear on pumps, such as bearings,\nseals and impeller. If, however, welding or\nother repair work that could affect the\nstrength of the pump case was performed, then\na manufacturer's certification regarding\noriginal testing could not be relied on to\npredict future strength, and Section\n195.304(b) would not apply.\nMelvin A.
