Furrow concerning the correct\nidentification of material that is incorporated by reference in Parts 192 and 195.\nAs you indicated regarding the reference to Section 419 of ANSI B31.4 in §195.110(a), material\nthat is incorporated by reference is identified in the text of the individual rules that make up Parts\n192 and 195. Although entire documents may be referenced, often the referenced materials is\nonly a portion of an entire document. When only a portion of a document is referenced, that\nportion is usually identified as a section of the document, for example Section 419 of B31.4. In\nother cases, however, the relevant portion of a document must be identified by inference from the\ncontext of the rule that contains the reference.\nThe lists of documents in §195.3(b) and similarly in Appendix A of Part 192 provide the\napplicable editions of documents that contain the materials incorporated by reference. They also\ngive addresses of publishers from whom the documents may be obtained. Therefore, the listing of\na document does not mean that the entire document is incorporated by reference.\nYou also asked about the history of Parts 192 and 195. Part 192 was originally published August\n19, 1970, in Volume 35 of the Federal Register at page 13248. It was issued under authority of\nthe Natural Gas Pipeline Safety Act of 1968 (49 U.S.C. 1671 et seq.). Part 195 was published\nearlier on October 10, 1969, at 34 FR 15473, and it is now issued under the Hazardous Liquid\nPipeline Safety Act of 1979 (49 U.S.C. 2001 et seq.).
