Box 368\nEmmaus, PA 18049-0368\nDear Mr. Moyer:\nThis responds to your letter of November 1, 1993, requesting that we better define the\nterm \"closure\" in 49 CFR 195.124.\nClosure as used in §195.124 is a device used for access to the interior of the pipeline\nsystem, including that used on hazardous liquid pipeline scraper launching and receiving\nvessels commonly referred to as \"scraper traps.\"\nThe term \"closure\" also includes a blind flange. Such flanges may be constructed to meet\nAmerican National Standards Institute B16.5 as provided in the ASME Boiler and\nPressure Vessel code referenced in §195.124.
