The proposed pipeline will transport chemical solutions that contain\nbleach, caustics, and acid. You request confirmation that this proposed pipeline will not be\njurisdictional to 49 CFR Part 195.\nPart 195 is applicable to the transportation of hazardous liquids and carbon dioxide as indicated in\n§ 195.1. Hazardous liquid is defined in § 195.2. to mean petroleum, petroleum product, or\nanhydrous ammonia.\nThe chemicals proposed to be transported do not fall under the definition of a hazardous liquid\nnor are they carbon dioxide.
