Williams proposes to place BLM-154 in an idled state and defer continual evaluation and assessment to maintain the pipeline integrity required by 49 CFR 195.452(f)(5) and 49 CFR 195.452(j)(3) until either formal abandonment can be completed or a business need for the pipeline arises. If future business requirements dictate the need for the pipeline to be reactivated, an inspection per 49 CFR 195.452(j)(5) will be due prior to returning the line to service. This inspection would be performed with inert material. No hazardous liquid would be allowed to flow into the pipe until after the assessment and any associated repairs are completed.
