(Plains) is notifying Pipeline and Hazardous Materials Safety Administration (PHMSA) as required by 49 CFR 195.8 (§195.8 Notification) of its proposed use of high density polyethylene (HDPE) pipe for sump drain lines at PHMSA-regulated, interstate and intrastate, breakout tank facilities that are operated by the entities listed in the Enclosure. If PHMSA has no objection to this proposed use, Plains also will submit similar §195.8 Notifications to the applicable PHMSA state agency partners for Plains’ PHMSA-regulated, intrastate, breakout tank facilities. Plains will not use HDPE pipe for sump drain lines at PHMSA-regulated, intrastate breakout tank facilities if an objection to this use is received from the respective state agency.
