Due to a recent combination of plant operations and vendor scheduling, Lavaca Pipe Line Company (OPID: 11172), a subsidiary of Formosa Plastics Corporation, will be unable to meet the 68-month deadline for Continual Assessments per 49 CFR 195.452(j)(3). The OL3 Plant will have a scheduled turn-around with the OL1 Plant that will impact the pipeline’s flowrate. Along with vendor scheduling, the nearest opportunity to reliably complete the ILI tool run is September 2025, which is approximately 4 months beyond the requirement. We request a temporary extension until such time as to complete the planned ILI Assessment. In the interim, Lavaca will continue the preventive and mitigative measures detailed below to ensure reliable operation until the Continual Assessment results are verified and accepted. The UCC East to Olefins #1 6” pipeline is an Intrastate HVL line located in Jackson County and Calhoun County in Texas. It is manufactured of API-5L X-42 carbon steel pipe, a nominal wall thickness of 0.250”, and an Extruded-PE coating. The pipeline is cathodically protected through impressed current along the entirety of its 5.5-mile length. The pipeline was constructed in 1994 and has numerous assessments on record, including the original construction hydrotest confirming the MOP (Maximum Operating Pressure) at 2220 p.s.i.g. The most recent Continual Assessment was completed on September 23, 2019, with no reportable anomalies. Other anomalies were repaired according to Lavaca’s IMP policies. Based on the B31G calculations, there are no known anomalies that are a hazard to the pipeline in the near future. Including the verification above, Lavaca already implements multiple Preventive & Mitigative Measures (P&MMs) that reduce the risk on this pipeline. First, we monitor rectifier operation on a monthly basis. Second, the product in the pipeline has been assessed and confirmed as having non-corrosive HVL constituents. Third, Lavaca patrols its pipelines greater than bimonthly, averaging over 40 patrols a year. Lastly, this pipeline’s normal operation is well below its established MOP with a typical range of 800-1,000 p.s.i.g, and the overpressure protection device set at 1860 p.s.i.g. Thus, Lavaca Pipe Line Company believes the pipeline to be safe to operate until the Assessment can be completed in September 2025. We anticipate receiving the final report within CY2025 and taking appropriate actions, as necessary. Lavaca is ready and willing to discuss and consider other P&MMs during this interim period, as well as provide additional details and information as requested by contacting us using the information below.
