This document formally requests that Interior Alaska Natural Gas Utility (IGU) be permitted to use an Alternative Equivalent Technology (AET) to meet the Rupture Mitigation Valve (RMV) criteria in 192.179, 192.634, and 192.636. AET would be incorporated for the upstream isolation valve and crossover valves. The proposed AET utilizes a continuously manned station at the upstream source of the shutdown segment in lieu of a traditional RMV. The crossover valves would incorporate lockout procedures compliant with 192.634.(b)(4). This request outlines the technical and safety evaluation for the transmission line to be commissioned.
