Section 195.8 requires an operator to notify PHMSA in writing at least 90 days before using a pipeline constructed of material other than steel to transport hazardous liquid, regarded as the “replacement segment”. PHMSA's Statement of Policy for Transporting Hazardous Liquid or Carbon Dioxide in Non-Steel Pipelines The May 18, 2026 PHMSA Policy Statement confirms that a special permit is not required; the operator need only provide the notice required by § 195.8. Springfield has reviewed the six categories of information PHMSA identifies as useful in its May 2026 Policy Statement and has organized this notification accordingly.","truncated":false,"body_characters":910}
