Springfield Pipeline LLC ("Springfield" or "Operator"), a wholly owned subsidiary of Western Midstream Partners, LP, hereby provides this written notice to the Administrator of the Pipeline and Hazardous Materials Safety Administration (PHMSA) pursuant to 49 C.F.R. § 195.8. Section 195.8 requires an operator to notify PHMSA in writing at least 90 days before using a pipeline constructed of material other than steel to transport hazardous liquid, regarded as the “replacement segment”. PHMSA's Statement of Policy for Transporting Hazardous Liquid or Carbon Dioxide in Non-Steel Pipelines The May 18, 2026 PHMSA Policy Statement confirms that a special permit is not required; the operator need only provide the notice required by § 195.8. Springfield has reviewed the six categories of information PHMSA identifies as useful in its May 2026 Policy Statement and has organized this notification accordingly.
