I was accompanied by Mary Friend, the West Virginia program manager of pipeline safety. The inspection was the initial inspection of this operator since being acquired by Williams Pipeline. Mr. Clarkson explained the inspection process and focused on the basic requirements of the pipeline safety regulations. The inspection ensured what version of the Operations and Maintenance Manuel, verified where the required records were available for inspection, verified the operator's employees, their position and duties within the company and who would be the contacts between the operator and the West Virginia Public Service Commission. An abbreviated inspection of the O&M Manuel, and O&M records was conducted to ensure all types of records were being maintained. Mr. Clarkson was knowledge of the safety regulations and the processes for conducting inspections. He conducted this inspection in a courteous and professional manner.
