The\nCommission issued the waiver (Docket – 2023.03.013) to Hiland on October 4, 2023, for the 9.15\nmile Bakken to WBI Natural Gas Residue Pipeline (Bakken Residue Line), an 8-inch steel\npipeline that carries natural gas in Richland County, Montana.\nThe waiver allows Hiland to utilize the Zap-Lok technology for joining pipe in the Bakken\nResidue Line. The applicant requested a waiver of 49 C.F.R. §§ 192.55, 192.105, 192.109,\n192.271, and 192.273 to continue operation of the pipeline and use the Zap-Lock technology.\nPursuant to 49 USC § 60118(d), PHMSA does not object to issuance of this waiver by the\nCommission to Hiland.\nIf you wish to discuss this or any other pipeline safety matter, please contact Mary L.
