The regulation requires confirmation or\nrevision of the maximum allowable operating pressure (MAOP) ofa pipeline segment where the\nclass location has changed.\nPHMSA is denying this special permit due to insufficient information in the application\ndemonstrating the adequacy of the pipe steel toughness properties to mitigate fracture\npropagation.
