Each pipeline owner, pipeline operator, officer, employee, and representative shall cooperate with the inspector and the commission in the administration and enforcement of this chapter and in the investigation of violations or alleged violations involving pipeline operator or intrastate pipeline facilities owned or operated by the pipeline operator.
