(b) For leaks identified on any underground compression coupling used to mechanically join steel pipe, each operator shall either replace the le","machine_formats":{"json":"https://regulus.evalyn.ai/document/tx-tac-16-8-208.json","markdown":"https://regulus.evalyn.ai/document/tx-tac-16-8-208.md"},"app_url":"https://regulus.evalyn.ai/document/tx-tac-16-8-208","source_url":"https://texas-sos.appianportalsgov.com/rules-and-meetings?chapter=8&interface=VIEW_TAC&part=1&title=16","body":"(a) Effective September 1, 2008, this section applies to\neach operator of a gas distribution system that is subject to\nthe requirements of 49 CFR Part 192.\n(b) For leaks identified on any underground compression\ncoupling used to mechanically join steel pipe, each operator\nshall either replace the leaking compression coupling or\nrepair it using a sleeve welded over the compression\ncoupling.\n(c) Each operator shall repair or replace any\ncompression coupling used to mechanically join steel pipe\nthat is exposed during operation and maintenance activities\nunless the operator can determine the coupling was installed\nafter 1980.\n(d) For leaks identified on any underground compression\ncoupling used to mechanically join plastic pipe, each\noperator shall remove and/or replace the leaking\ncompression coupling.\n(e) For any other compression coupling used to join\nplastic pipe that is exposed during operation and\nmaintenance activities, each operator shall:\n(1) For plastic pipe two inches or less in diameter,\nreplace or remove such coupling unless the operator can\ndetermine that the coupling is designated as an ASTM\n(American Society for Testing and Materials) D2513\nCategory 1 type fitting.\n(2) For plastic pipe greater than two inches in\ndiameter, replace or remove such coupling unless the\noperator can determine that the coupling is designated as an\nASTM D2513 Category 1 or Category 3 type fitting.\n(f) Each operator shall remove and replace all\ncompression couplings at currently known service riser\ninstallations, identifiable by a meter number or a street\naddress, if they are not manufactured and installed in\naccordance with ASTM D2513 for Category 1 fittings.\n(g) Each operator shall complete the removal and\nreplacement of such compression couplings by November\n30, 2009.\n(h) Any coupling installed on plastic pipe after\nSeptember 1, 2008, shall be designed to meet the\nrequirements of ASTM D2513 Category 1.\n(i) Any coupling installed on steel pipe after September\n1, 2008, shall be designed to meet the requirements of 49\nCFR Part 192, §192.273.\n(j) Beginning January 15, 2025, and annually thereafter\nuntil all compression couplings on the operator's system\nsubject to subsection (f) of this section have been removed\nand replaced, each operator shall maintain a progress report\nshowing the number of service riser installations checked,\nthe condition of the coupling, and the total number of\ncompression couplings replaced for the prior calendar year.\nEach operator shall retain this progress report and shall\nprovide a copy of the report to the Commission upon request.","truncated":false,"body_characters":2590}
