All coated pipe used for the transport\nof hazardous liquids or carbon dioxide shall be electrically\ninspected prior to placement using coating deficiency\n(holiday) detectors to check for any faults not observable by\nvisual examination. The holiday detector shall be operated in\naccordance with manufacturer's instructions and at a voltage\nlevel appropriate for the electrical characteristics of the\npipeline system being tested.\n(2) Installation. Joints, fittings, and tie-ins shall be\ncoated with materials compatible with the coatings on the\npipe.\n(3) Cathodic protection test stations. Electrical\nmeasurements shall include but are not limited to pipe casing\ninstallations and all foreign metallic cathodically protected\nstructures. Readings taken at test stations (electrode\nlocations) over or near one or more anodes shall not, by\nthemselves, be considered representative.\n(A) All test lead wire attachments and bared\ntest lead wires shall be coated with an electrically insulating\nmaterial. Where the pipe is coated, the insulation of the test\nlead wire material shall be compatible with the pipe coating\nand wire insulation.\n(B) Cathodic protection systems shall meet or\nexceed the minimum criteria set forth in Criteria For\nCathodic Protection of the most current edition of the\nNational Association of Corrosion Engineers (NACE)\nStandard RP-01-69.\n(4) Monitoring and inspection. Each operator shall\nutilize right-of-way inspections to determine areas where\ninterfering currents are suspected. In the course of these\ninspections, personnel shall be alert for electrical or physical\nconditions which could indicate interference from a\nneighboring source. Whenever suspected areas are identified,\nthe operator shall conduct appropriate electrical tests within\nsix months to determine the extent of interference and take\nappropriate action.\n(5) Remedial action. Each operator shall take\nprompt remedial action to correct any deficiencies observed\nduring monitoring.","truncated":false,"body_characters":2240}
