(a) Each gas and/or liquids company, other than a master
meter operator, operating wholly or partially within this
state, acting either as principal or as agent for another, and
performing operations within the jurisdiction of the
Commission, shall have on file with the Commission an
approved organization report (Form P-5) and financial
security as required by Texas Natural Resources Code,
§§91.103-91.1091, and §3.1 of this title (relating to
Organization Report; Retention of Records; Notice
Requirements).
(b) Each master meter operator, operating wholly or
partially within this state, acting either as principal or as
agent for another, and performing operations within the
jurisdiction of the Commission, shall have on file with the
Commission an approved organization report (Form P-5) as
authorized by Texas Utilities Code §121.201(a)(2), but is not
required to furnish the financial security required by Texas
Natural Resources Code, §91.109(b)(2) if the operation of
one or more master metered systems is the only business for
which the financial security would otherwise be required.
