Each automatic shutoff valve or combination of valves must: (a) Have a fail-safe design; (b) Operate to stop fluid flow which would endanger the operational integrity of plant equipment; and (c) Close at a rate to avoid fluid hammer which would endanger the operating integrity of a component.
