Pipeline Safety: Control Room Management/Human Factors

PHMSA's final rule requires operators of gas and hazardous liquid pipelines to amend operations and maintenance procedures and develop a control room management program. The rule addresses controller roles and responsibilities, fatigue mitigation, alarm management, change management, operating experience, training, and compliance validation. It added 49 CFR 192.631 and 195.446 and explains the agency's basis for those requirements.
