Advisory Bulletin ADB-05-06 urges pipeline operators to consider scheduling practices, the control-room environment, workload, circadian effects, sleep opportunity, and other contributors to reduced alertness. It predates the control room management rule but provides background for fatigue countermeasures now relevant to 49 CFR 192.631(d). Advisory bulletins are nonbinding guidance.
