adopted amendment14:7-1.1A Definitions For the purposes of this chapter, the following words and terms shall have the following meanings, unless the context clearly indicates otherwise. Additional definitions that apply to this chapter can be found at N.J.A.C. 14:3-1.1 and at 49 CFR 190.3, 191.3, 192.3, 193.3, 198.3, and 199.3, which are incorporated by reference herein.... "Covered task" means an activity, identified by the operator, that is performed on a pipeline facility and affects the operation, safety, or integrity of the pipeline.... "Flowable fill" means a self-compacting cementitious slurry or controlled low strength material used as a fill or backfill in lieu of compacted clean soil backfill. "Gas" means the same as that term is defined at 49 CFR 192.3. "Lower explosive limit" or "LEL" means the lower limit of the combustible range of gas concentration in the air that will burn in the presence of an ignition source. LEL is expressed as a percentage of the minimum concentration for the gas to ignite as measured by the operator's leak detection device....#
