Communication Contents: MEMO FROM OFFICE OF PIPELINE SAFETY: THE REQUIREMENT FOR A PUBLIC EDUCATION PROGRAM IS PRESENTLY INCLUDED IN THE REGULATIONS IN SECTION 192.615, EMERGENCY PLANS. THE OPS IS DEVELOPING A NOTICE OF PROPOSED RULE MAKING TO MORE CLEARLY DEFINE THE CRITERIA FOR THE OPERATORS' EMERGENCY PLANS. THIS WILL INCLUDE AN ELABORATION OF THE REQUIREMENTS FOR PUBLIC EDUCATION PROGRAMS. AMENDMENT 192-24 TO 49 CFR 192.615, EMERGENCY PLANS, DATED 3/31/76: THIS AMENDMENT GREATLY EXPANDS THE PREVIOUS 615(D) TO CALL FOR A COMPREHENSIVE EDUCATIONAL PROGRAM TO REACH ALL AREAS IN WHICH THE OPERATOR TRANSPORTS GAS. IT CALLS FOR MULTI-LINGUAL PROGRAMS WHERE NECESSARY.
