THE NTSB RECOMMENDS THAT THE RESEARCH AND SPECIAL PROGRAMS ADMINISTRATION: IN CONJUNCTION WITH THE TEXAS RAILROAD COMMISSION, DETERMINE IF THE TYPE OF MAIN/SERVICE LINE CONNECTION WITH THREADED COUPLINGS INSTALLED BY THE LONE STAR GAS CO. CONSTITUTES A HAZARD TO LIFE AND PROPERTY, AND TAKE APPROPRIATE ACTION UNDER SECTION 3(B) OF THE NATURAL GAS PIPELINE SAFETY ACT OF 1968. (URGENT)
