THE NTSB RECOMMENDS THAT THE TEXAS PIPELINE COMPANY: NOTIFY THE PIPELINE PATROL OF THE LOCATION OF EXISTING FILLET-WELDED SLEEVES AND INSTRUCT IT TO EXAMINE, DURING PERIODIC PATROLS, THE AREAS AROUND THE SLEEVE INSTALLATIONS FOR SIGNS OF LEAKAGE.
