Synopsis: ON FEBRUARY 1, 1983, A NATURAL GAS EXPLOSION AND FLASH FIRE DESTROYED A HOUSE, KILLED TWO PERSONS, AND INJURED THREE PERSONS AT 705 S.W. FIRST STREET, IN PRYOR, OKLAHOMA, AND DAMAGED AN ADJACENT HOUSE. NATURAL GAS, ESCAPING FROM A CORRODED 1/2-INCH RESIDENTIAL SERVICE LINE LOCATED BENEATH THE HOUSE, FILLED THE ENCLOSED CRAWL SPACE, AND MIGRATED THROUGH THE FLOOR AND INTO THE HOUSE WHERE IT WAS IGNITED BY ONE OF SEVERAL APPLIANCE PILOT LIGHTS.

Communication Contents: The National Transportation Safety Board is updating its Safety Recommendations files in an effort to identify those recommendations on which there has been no correspondence, either by the Safety Board or the recommendation recipient, for an extended period of time. Accordingly, we note the following: On November 4, 1983, the Board issued Safety Recommendation P-83-30 to the National League of Cities as a result of its investigation of a natural gas explosion and flash fire in Pryor, Oklahoma, on February 1, 1983. The National Transportation Safety Board is an independent Federal agency with the statutory responsibility ' . ..to promote transportation safety by conducting independent accident investigations and by formulating safety improvement recommendations" (Public Law 93-633). The Safety Board is vitally interested in any actions taken as a result of its safety recommendation. Our records show, however, that we have not received a response from the National League of Cities regarding the recommended action. We would appreciate being informed as to what efforts were made or are being made to implement this recommendation. The Safety Board's letter transmitting this recommendation is enclosed for your information. Thank you for your cooperation in this matter. We look forward to hearing from you in the near future.

Since your association has now received copies of the recommendations, the Board hopes that you will proceed to implement the recommended actions. While we acknowledge the time that has elapsed since the occurrence of the accidents which generated these recommendations, the Board continues to believe that the actions recommended are just as valid today as they were when issued. The Safety Board staff is willing to assist your association in its effort to develop information that can be disseminated to your members. Pending consideration of the Board's comments, Safety Recommendations P-83-30 and P-84-27 will continue to be held in an "Open--Awaiting Response" status.

If NACo initiates or has completed any actions in response to the recommendations, please so inform the Board. The Board will consider these actions and reclassify the recommendations as appropriate.
