120081004H_Closure Letter_11032011_text.pdf, page 1Official PDFU.S. Department 820 Bear Tavern Road, Suite 103 Of Transportation West Trenton, NJ 08628 Pipeline and 609.989.2171 Hazardous Materials Safety Administration OVERNIGHT EXPRESS MAIL November 3, 2011 Randall Barnard Senior Vice President Williams Gas Pipeline-Transco 2800 Post Oak Boulevard Houston, TX 77056 CPF 1-2008-1004H Dear Mr. Barnard: On September 25, 2008, the Pipeline and Hazardous Materials Safety Administration (PHMSA) issued to Williams Gas Pipeline-Transco (Williams) a Corrective Action Order (CAO) following the failure on Williams Line B near Appomattox, Virginia. This Order included requirements to take corrective actions on the Charlottesville District section of the Williams Transco Gas Line System running from the Reidsville Compressor Station to the Ellicott City Compressor Station. Williams requested and PHMSA granted extensions of time for Williams to comply with those requirements set forth in this Order. On October 13, 2011, a PHMSA Eastern Region (ER) representative met with Williams’ personnel at the Williams Manassas Compressor Station offices. At that time, the PHMSA ER representative reviewed all documents related to the requirements in this Order. Subsequently, on October 13, 2011, Williams submitted a final report, along with supporting documentation, and requested the above-referenced case be closed. PHMSA ER made numerous field trips to the Charlottesville District to inspect the work being performed to satisfy the terms of the CAO. Based on PHMSA ER review of the documentation that Williams provided, it has been determined that Williams has complied with all the terms of this Order. Accordingly, this case is now closed and no further action is contemplated with respect to the matters involved in this case. Thank you for your cooperation in this matter.
