Vice President, Transmission Services Spectra Energy Transmission, LLC 5400 Westheimer Court Houston, Texas 77056 CPF 1-2011-1012M Dear Mr. Drake: During the week of November 29, 2010, representatives from the Pipeline and Hazardous Materials Safety Administration (PHMSA), pursuant to chapter 601 of 49 United States Code, conducted an on-site pipeline safety inspection of Spectra Energy Transmission Services’ (Spectra) procedures in Houston, Texas. As a result of the inspection, Spectra was issued a Notice of Amendment on June 13, 2011, which proposed amendment of your procedures. After being granted an extension by the Director of PHMSA’s Eastern Region, Spectra submitted its amended procedures on September 28, 2011. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected.
