Five TEK Park 9999 Hamilton Boulevard Breinigsville, PA 18031 CPF 1-2013-5027M Dear Mr. Collier: On August 16, 2013, a representative from the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety (OPS), pursuant to chapter 601 of 49 United States Code, investigated an accident that occurred during the filling process of Breakout Tank 91 at Buckeye Partners, L.P.’s (Buckeye) Linden Station in Linden, NJ. As a result of the investigation, Buckeye was issued a Notice of Amendment on November 25, 2013, which proposed amendment of your procedures. Buckeye submitted its amended procedures on January 23, 2014. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected. This letter is to inform you no further action is necessary and this case is now closed. Thank you for your cooperation.
