Scott Collier Vice President, Performance Assurance Asset Integrity Buckeye Partners, L.P. Five Tek Park 9999 Hamilton Boulevard Breinigsville, PA 18031 CPF 1-2014-5006M Dear Mr. Collier: From October 15, 2012 through April 10, 2014, representatives of the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety (OPS), pursuant to Chapter 601 of 49 United States Code inspected Buckeye Partners, L.P.’s (Buckeye) hazardous liquid pipeline facility in Linden, New Jersey. As a result of this inspection, Buckeye was issued a Notice of Amendment (NOA) on November 19, 2014 which proposed amendment to its procedures. Buckeye submitted amended procedures on January 19, 2015. After review and discussion with PHMSA’s Eastern Region, Buckeye made additional changes and submitted amended procedures again on February 25, 2015. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this NOA have been corrected. This letter is to inform you no further action is necessary and this case is now closed. Thank you for your cooperation. Sincerely, Byron Coy, PE Director, Eastern Region Pipeline and Hazardous Materials Safety Administration#
