Scott Collier Vice President, Performance Assurance Asset Integrity Buckeye Partners, L.P. Five Tek Park 9999 Hamilton Boulevard Breinigsville, PA 18031 CPF 1-2015-5016M Dear Mr. Collier: During the week of July 15, 2013, a representative from the Pipeline and Hazardous Materials Safety Administration (PHMSA), pursuant to chapter 601 of 49 United States Code, conducted an on-site pipeline safety inspection of Buckeye Partners, L.P.’s (Buckeye) procedures in Breinigsville, Pennsylvania. As a result of the inspection, Buckeye was issued a Notice of Amendment on September 14, 2015, which proposed amendment of your procedures. Buckeye submitted its amended procedures on November 12, 2015. My staff reviewed the amended procedures, and it appears that the inadequacies outlined in this Notice of Amendment have been corrected. This letter is to inform you no further action is necessary, and this case is now closed. Thank you for your cooperation. Sincerely, Byron Coy, P.E. Director, Eastern Region Pipeline and Hazardous Materials Safety Administration#
